How do you decide where to go?

Ive never left the USA - have seen the gulf of mexico as my only ocean experience. (i love mountains and minesota/wisconsin/UP type of areas more but curious what crystal clear ocean and scuba diving/snorkeling is like). But id love to go to Europe. Ive watched alot of UK TopGear and GT and they go to some amazing places and have talked to coworkers who have traveled places and everywhere sounds beautiful and interesting to me where i could find beauty and interesting things to do anywhere i go. Im big into WW1 and 2 stuff as well and aware there are alot of tank museums and such.

For a first trip would it be best to just whittle it down to 1-2 countries for a lets say 10 day trip? Id like to drive as much as possible as im a car nut (does not have to by anything "fast" to be entertaining to me) and or experience high speed rail.

Or would it be best to do a somewhat self guided tour (where they handle the transportation and destinations/hotels but your kinda free to explore)

When i travel about the US i like taking the back roads and exploring small towns, i feel you get a better feel for the locality, scenery, and the people of the state as alot of major cities are the same. Downside I've heard the farther you stray from large cities there is a language barrier that starts popping up. I only speak English.

Crudely I thinking Austria and or Germany would be good for what I'm looking for. Is it possible to really see those to get an accurate feel of them in my time frame?
