Why some travel guides warn North Americans not to wear athletic shoes or sneakers in Europe?

These days it appears most locals wear these too and similar clothing too, so tourists don’t stand out at all wearing this.

Than again I also read don’t pass on the right in Italy. I don’t know how realistic is that advice in places like Rome.
