traveling with new people

So i have 3 months left in Europe, i am currently in berlin and i have been traveling europe with friends and solo sometimes, one way to meet new people is through hostels but its not efficient because most of the time they are meeting other people, so i was looking for a method to meet new people who are willing to travel in europe and to chat with them to make plans, like if there is an app or something for this? or any other method to meet and travel with new people from different cultures? if someone know i would be gratefull😊
