Travelling to Germany: what should i wear?

So, i'm a Brazillian that will be spending whole December in Berlin, but since i never endured those types of climates, i don't know what i should wear.

I thought of wearing this when out in the street: Impermeable Jacket > Fleece Jacket > Baselayer shirt;

For the bottom: Jeans > Baselayer pants > Underwear;

Feet: Gore-tex boots > Wool socks.

I don't know if i'm undershooting or overshooting the amount of clothing i should wear when walking around in Berlin and even if i should wear the thermal layers (Baselayers). Can you guys give me some advice on what i should wear over there?
