Help! How do people do this? European Travel

I am trying to plan a European vacation, late spring (live in Canada) and unless I make it national lampoon like, I worry it's not going to happen.

4 adults; I keep seeing a price tag around $7000CDN plus for various country combinations... (that doesn't even include spending money) Interested in: Belgium, France, Germany, Switzerland, Austria, Italy, Amsterdam (no we are not going to each country on this trip)

How realistic is it to keep it under 7k?

Do you have any travel recommendations? Has anyone travelled to Europe without breaking the bank?
