What are some cheap, bohemian and artistic cities in the world?

Whenever I read A Moveable Feast by Hemingway, I get a bit melancholy because that Paris no longer exists, and it is just a big city overrun with tourists. Paris remains a beautiful and inspiring city of course, but it isn't the artistic epicenter with poor and brilliant artists as it was in the early 20th Century.

Of course there will never again be anything quite like Paris of the 20s, but there must surely nonetheless be some great cities out there in the world for all of the freaks and bohemians to congregate! What are some of the cities I should be looking at for this sort of experience?
