Will I be able to return to the US?

Let's say I'm an American citizen who is currently traveling in the Europe (excluding the UK). Let's say my flight is scheduled to return to the US on March 17. With the US banning European travelers, will I be able to return to the US within the 30 day ban?

I have a trip to Mexico scheduled for the end of the month. I'm nervous about being stranded in Mexico for an extended period of time if borders are shut down. Being at the mercy of Mexico's healthcare system amongst a pandemic is not something I'm interested in.
