2 Weeks in Yunnan & Northern Vietnam, any advice?

I'm planning on a trip this December with roughly 1 week in Yunnan and 1 week in Northern Vietnam. This is the itinerary so far:

Day 1

- Kunming - arrived at the airport & rest

- Kunming to Tiger Leaping Gorge

Day 2-4

- Tiger Leaping Gorge

Day 4-5

- Dali

Day 6-7

- Kunming

- Kunming to Hanoi

Day 8-10

- Ha Long Bay

Day 11-12

- Ninh Binh

Day 13-14

- Hanoi

Is this too packed or is it still enjoyable? Will I be better off spending 2 weeks in Yunnan or 2 weeks in Northern Vietnam instead of trying to pack it like this?

And is it possible to budget USD$600 for this trip?
