Since the USA travel restriction to Mexico is extended what does that mean for non essential travel?

Original plan was to spend the 4th of July in cabo san lucas for 4 nights 5 days, but my major concern is the travel restriction to Mexico.

Will I be unable to travel on a flight to mexico due to this travel restriction? It's all pretty confusing, and I've heard conflicting information from many separate articles.

TLDR; can we legally fly to and from Mexico with the USA, Mexico, Canada travel restriction for non essential travel?
