Having trouble figuring out all these travel restrictions. Can I fly from NYC to Kiev, Ukraine right now?

I want to fly to Ukraine but I don't totally understand how to make sense of all these travel restrictions. I was hoping someone could advise me on what's going on. Thanks!!!!
