European towns/cities with least car or tram activity?

I have tinnitus/hyperacusis and am very sensitive to high frequency/screeching sound, as cars with poor breaks can make, trams/trains on track can, as well as construction noises. I was wondering if there are any desirable european large-towns/cities with significant liveable portions of the city free from these things?
