Advice for young couple traveling to Europe for the first time? Tour or Solo?

Hello fellow travelers!

I am graduating college after 8 long years and my dream has been to travel to Europe- so gosh darn it I'm making it happen (whenever we can given the state of everything).

However... neither myself [26F] or my boyfriend [28M] have been travelled outside of the states.

Questions:

1. What are the best countries to visit for first time travelers?

2. Are tours worth it or are we better off renting a car and planning the trip ourselves?

We are hoping to go for 9 days and would prefer to spend less than ~$3,000 a person so can't go anywhere too expensive.

All recommendations or personal experiences are greatly appreciated!
