Is 45L backpack worth the ability to carry on versus bigger backpack capacity?

Got 45L backpack as a present for xmas and was looking at for bigger backpack like 60L. 45L is kinda small but has advantage of carry on size for airlines.

I’m thinking of traveling in Europe someday. Is checked baggage much more expensive and a hassle than smaller bag?
