Best cell company to travel on europe?

Which situation is better:

1. a cellphone with 2 chips, one with my homecountry (to keep the same number to talk to relatives) and the other chip i just buy one in the country i am at and use the plans they gave me.
2. some sort of a worldwide chip? does that even exist?
