How serious would FAA permanently ban passengers from any airline due to unruly behavior?

In order to discourage future behavior like this, American Airlines wasted no time, and in so doing, banned this passenger from ever traveling with them for good. Use the provided link for context. What would it take for the FAA to consider this?
