Why, after over 20 years, do passangers in the United States still have to remove their shoes in airports?

*edit: as in mandatory, for all passangers. I understand some countries might ask you depending on the shoes you're wearing.

I've flown out of several countries and it seems the US is the only county that requires this despite more advanced x-ray technology.
