I really don’t know what to do (to rent a car or not)

I am visiting the USA and will stay with family then I have 18 days free to myself to travel before my departure flight. I will be in Miami and will need to make my way over to LAX.

I have two options:

-Rent a car for a week to travel around Florida, camping and sightseeing then fly to Colorado and rent a car for a week or so then fly to LA and stay there till my flight

-Don’t rent a car, catch the Greyhound/Flix bus and make my way city by city to LA over 18 days. But I would be camping so would spend a lot on Ubers to reach campgrounds and to sightsee/get around. I would be very restricted to where I can go while in each city and reliant on public transportation/Uber.

What would you do? I have never rented a car before so am quite intimidated as I have heard many horror stories of rental companies, type in Budget car rental to Facebook to see many warnings by people advising never to rent from Budget for example. Plus I am unsure if I need to go through the process to get a credit card or would Budget accept my debit card as a foreign citizen? Having a car would be great as it would give me the freedom to go almost anywhere
