What's it like to travel to and from the Philippines as a foreigner?

The Philippine Bureau of Immigration recently just implemented new rules for Filipinos traveling abroad as tourists. It drew flak from the Filipino community because it seems that they almost don't want you to travel with the amount of requirements. Although, the bureau insists that these measures are in place to prevent/lessen the occurrence of human trafficking (for which, as I personally believe, is a result of numerous sociopolitical issues I will not be tackling). Regardless, there have been several cases wherein Filipino tourists have been offloaded despite having presented several documents (if you're interested, you can Google the keywords 'immigration', 'offloaded', 'philippines'; my personal favorite was this person being asked to present ten birth certificates of some parts of her ancestry to prove her relationship with her sponsor, on the spot, at the airport).

I'm curious. Is it the same story for foreigners? Do you guys feel like it's a hassle to travel to and from the Philippines?
